The residential area of the Bayside community is governed by a homeowners association (HOA) with an elected Board of Directors, a Charter, and Bylaws. All homeowners pay quarterly dues for management and services provided by the HOA.
The HOA maintains an informative website, TownSq, with links to important information that all residents need to know. Homeowners must comply with Community Policies (LINK) and ensure the compliance of their visitors, guests, and renters.
Legum and Norman (L&N) is the Property Management Company that operates the Bayside HOA on a daily basis. L&N sponsors TownSq. Residents should register at TownSq to access secure financial information and communicate with L&N about the need for services or other issues and questions.
The condominiums in the Bayside community are managed by First Service Residential.
Note that the HOA represents homeowners and manages the residential area of the community. The Bayside Golf Club, which owns all recreational facilities, food and beverage services, and The Institute (formerly Bayside Institute) a separate, for-profit, entity, are managed by Troon Golf. Homeowners pay monthly dues for either a sports or premier sports, the latter with full golf privileges.
The Design Review Committee, led by homeowner volunteers (3-5 volunteers), reviews and makes decisions on homeowner applications for improvements and alterations to the exterior of homes and lots. The committee is responsible to update, maintain, and interpret the Design Review Guidelines.
Guidelines for the submission process are: site plan for homeowners’ lot should be obtained and reviewed; completion of the application, non-refundable application fee of $100 and refundable security deposit of $500. Complete details of the review process can be found in Section 3 of the DRC Guidelines
The approved paint colors can be found in Appendix B of the DRC Guidelines. If a homeowner wishes to change the exterior color of their house they must complete a DRC application including a description of existing exterior colors of the dwelling and description of proposed paint colors. Homeowners must follow the approved Builder’s color palette.
For all exterior updates or additions to your home, a homeowner must complete a DRC application and submit the application to the DRC. For more details on the above questions, please review section 5 of the DRC Guidelines for more information on your specific request.

The community’s Maintenance Responsibilities Matrix, available on TownSq, provides guidance on who is responsible for various maintenance activities.
Temporary holiday decorations are permitted and may be displayed thirty (30) days prior to the holiday and must be removed within fifteen (15) days following.
There are specific guidelines for outdoor decorations, which can be found in the DRC Guidelines section 5.6. Decorative Objects, Flowerpots & Lawn Ornaments
Construction procedures such as working hours, conditions, damages and responsibilities can be found in Section 4 of the DRC guidelines.

You will receive a letter from the HOA property manager specifying the violation, any potential fines resulting from the violation, and how to proceed. The letter will also include a number to call with any questions and a request form for a hearing if you would like to dispute the violation.
Moving containers may be placed in the driveway of the home overnight for temporary periods. The container must be contained fully in the driveway and not block any portion of the sidewalk or street. Please let Legum & Norman know how long the container will be in the driveway as the move date approaches.
The HOA encourages you to familiarize yourself with the available parking near your home in Bayside.
Yes. Keep noise to a minimum after 9:00 PM. In all cases; loud music, televisions, conversations, or other offensive noises emanating from within or on private property or on common area must cease by 11:00 PM.
The HOA has contracted with USTASC to be on-site daily from 6:00PM to 2:00AM and can be reached at 888-813-4434. If a security concern arises outside of these hours, we encourage residents to contact Delaware State Police at 302-855-2980.

Only non-motorized bicycles can be ridden on the sidewalk. All riders should use courtesy language advising walkers they are behind them and are passing on the left or right side. All cyclists must obey traffic control signs. Motorized bicycles, including e-bicycles of any class must be operated on the road, not on any concrete or macadam sidewalk.
Yes, all motor scooters, mopeds, electric bicycles, electric scooters, and similar vehicles shall only be operated on the community streets. Operators must comply with all posted speed limit signs and other traffic control signs, markings and devices as well as the Delaware State Law.
Yes, golf carts can be operated in Bayside. All golf carts MUST be properly titled, licensed, and insured. Seat Belts MUST be used at all times. Operators MUST be Licensed Drivers and shall only operate carts on the community streets. Operators must comply with all posted speed limit signs and other traffic control signs, markings, and devices.

The HOA maintains roads, sidewalks, and stormwater systems; however, driveway aprons are the responsibility of home owners.

The HOA contracts with a snowplow company to plow all streets as well as shovel some of the most frequently used community sidewalks. Plowing begins when snow is over 2 inches. The HOA is not responsible for removing snow from sidewalks in front of homes or from homeowner driveways. Homeowners who choose to have snow cleared from their driveways, walkways to their door, and sidewalks in front of their home, are themselves responsible to do so or may hire a local service, which are readily available in the event of accumulating snow.
If you have a request for snow removal in a common area or on a Bayside road, please submit a maintenance request via TownSq. If you need assistance with snow removal on a sidewalk in front of your home or snow removal for your driveway, you may contact a vendor/ contractor for assistance.
Mailbox assignments are handled directly by the United States Postal Service (USPS).
When you move into your home, visit the local post office that services Bayside with:
USPS will assign your mailbox number and issue your initial key(s).
The HOA and property management do not assign mailboxes and do not have access to keys.
All mailbox keys are controlled by USPS, not the HOA.
For new homeowners:

There are also community trash and recycling compactors located on West Sand Cove Road, about 200 feet from Candleberry Drive. Please see Section III of the Policies on “Trash Disposal and Recycling, Recycling & Waste Services” for additional details on trash and recycling.
Trash is collected weekly in the off-season and twice a week during the season. Recycling is collected bi-weekly in the off-season and weekly during the season.
Containers may be put out at the curb starting at 6:00 pm (on the day immediately prior to collection). Containers must be placed curbside by 6:00 am on pickup day to ensure pickup.

All homeowners, guests, and renters may use the compactors. However, the homeowner must be in good financial standing with the HOA and must have signed the “Compactor Agreement” and received a PIN to access the gate to the compactor area in order to use the compactors. Please contact the Property Management Company at 302-988-2389 to obtain the Compactor Agreement.
Regular household waste only. No bulk or prohibited items.
The trash compactor requires the user to close the door fully for the compactor to start up. The recycling compactor does not have a door and must be started by pressing the gray Key Start button on the panel adjacent to the machine. Refer to posted signage at the site for proper operation of the compactors.
