The Covenants Committee goal is to protect and maintain the character and appearance of the Bayside Community in accordance with the Founding Community Charter and Governing Documents. The Covenants Committee is the Association’s hearing tribunal providing Owners a full and fair opportunity to be heard for alleged violations of the Association’s Governing Documents and to foster understanding by Owners of their rights and responsibilities under the Governing Documents through educational activities.

The Design & Review Committee goal is to preserve and protect the design, appearance and value of the Bayside Community while assisting owners in personalizing their living environment. The DRC Committee reviews and acts on all applications for proposed exterior improvements and modifications from homeowners to ensure adherence to community standards established in the Design Guidelines, Community Charter and Bayside Community Policies as well as update design guidelines in order to maintain quality and relevancy of process as our Community evolves.

The Finance Committee supports Board oversight by monitoring the Bayside Community Homeowners Association’s financial condition and results, and coordinating with auditors, investment advisors, and the property management company. The Committee also advises the Board on budgetary, contractual, investment, and financial matters of the HOA.

The Rental Policy Committee goal is to establish a formal set of guidelines/expectations for property rentals within the Bayside Community. The Rental Committee offers guidance and recommendations on matters related to the rental of properties within the Bayside Community, including a review of the current community policies, procedures and expectations of both Bayside property owners who offer their property for rentals (“Owners”); those who rent the property (“Renters”); and those who serve as agents or brokers in securing Renters (“Agents”).

The Safety & Security Committee oversees the effectiveness of the private security firm and the Delaware State Police, and offer recommendations to enhance safety and security in Bayside. The Security Committee reviews the security reports provided by the private security firm and the Delaware State Police, evaluates the effectiveness of existing security measures and, if appropriate, make recommendations to the Board and the Freeman affiliates operating in Bayside (“the Third Parties”) regarding steps to enhance security in Bayside.

The Social Committee is chartered to create, direct and oversee social activities and functions for the Bayside Homeowners. The committee works together to enhance the spirit of the community by sponsoring an assortment of social events that promote unity, friendship, fun and sharing. The Social Committee offers several clubs to our residents.

The Website Communications Committee is responsible for advising and assisting the BOD in development and maintenance of a homeowner’s website. The goal of the website is to serves as a primary means of communication among our members, visitors, renters, the Community Manager, Association Sub-Committees, and the Homeowners Board of Directors (“BOD”).
